PTCLs contract employees regularised

The Islamabad High Court (IHC) here on Friday upheld a decision of the National Industrial Relations Commission (NIRC) for regularisation of the services of contract employees of Pakistan Telecommunication Limited (PTCL). The single bench of Justice Syed Qalb-e-Hassan in its detailed judgement endorsed decision of Chairman NIRC and dismissed a writ filed by PTCL.
The decision will be applicable to 8, 720 contract employees who had been working since 2004. They were regularised by NIRC from the date of their appointment with PBS. Besides, 500 daily wage employees of Telecom Foundation will get regularised with BPS. The NIRC decision says "All the daily paid workers of PTCL and Telecom Foundation be declared permanent/regular workers who have completed the statutory period of three months."
PTCL regular employees whose pay scales have not been revised/enhanced may be paid all the dues and benefits under the revised scales w.e.f. 2005, the decision says. The bench dismissed PTCL plea against respondents jurisdiction to contend their case before NIRC as no CBA union was functioning. The bench observed that since the petitioner had admitted that some of the demands of these workers had been accepted, therefore, the petition was without force.
