Foreign office audit report shows huge misappropriation of funds

The Audit Report for 2007-08 has pointed out that Rs 135.792 million payments were made to a construction contractor without maintaining measurement book. According to the audit report, the Project Director, High Security Block in the Ministry of Foreign Affairs allowed payments to the contractor of the project amounting to Rs 135.772 million, but without maintaining measurement record according to rules.
This resulted in irregular payment of Rs 135.792 million. The report showed possibility of duplication of payment for work done by the contractor without showing details of measurements of the completed work. Besides, the audit report further detected huge misappropriations in funds in various sections of the Ministry of Foreign Affairs.
These misappropriations include: non-provision of record pertaining to procurement of assets Rs 73.412 million; expenditure on purchase of gifts amounting to Rs 24.399 million; non recovery of water and electricity charges Rs 8.775 million; un-authorised repair of office building amounting to Rs 1.244 million; non-recovering/ adjustment of pay and allowance, TA/DA worth Rs.29.406 million; double payment of honorarium worth Rs 757,010 million; non recovery of income tax Rs 0.918 million; non-adjustment of advances amounting to Rs 67.896 million; un-authorised re-appropriation of funds Rs 52.258 million; non-insurance of works costing Rs 120 million and recovering of premium of Rs 1.2 million at one percent contract cost; irregular expenditure on light refreshment amounting to Rs 1.080 million and un-authorised expenditure of Rs 3.402 million.
