Directorate General of Intelligence and Investigation (DGI&I)-FBR Karachi has seized the consignment of BOPP film imported in the garb of Polyester Film Transparent (PFT) from Dubai.
Sources told Business Recorder on Thursday that credible information was received by Mohammad Zahid Khokar, Director, DGI&I regarding the clearance of BOPP film having HS Code 3920.2010 under the guise of PFT having HS Code 3920.3600 from Model Customs Collectorate.
Consequently, the staff of the DGI&I detained a container bearing No PCIU8255564 on 21.02.2010 at Pakistan International Container Terminal (PICT). They said the consignment of BOPP film, which was imported from Dubai and cleared by MCC staff after having detail examination and assessment, was declared as PFT by Shahid Qamar, proprietor of M/s Adnan Brothers having NTN 3256082, Karachi.
They said the staff of DGI&I have drawn samples of the imported goods in presence of the custodian (PICT staff) and the same were forwarded to HEJ Laboratory, Karachi, to determine the correct description. Moreover, they said the test report of the laboratory has revealed: "the given samples are in the form of transparent plastic film, composed of bi-axially oriented polypropylene (BOPP film), having thickness 0.025 mm".
The sources said the assessable value of the said BOPP film has been notified as $2.052/kg under section 25A of the Customs Act, 1969, by Directorate General of Customs Valuation, Karachi, but the same was charged as $1.0152/kg by MCC staff. They further said the department has assessed Rs 2.552 million as leviable duty and taxes whereas the accused importer has only paid Rs 1.121million in this regard.
They said the department has come to know after retrieving the data of the said company from PRAL's online facility that around 11 consignments were earlier imported by the accused company under the same head. They added the estimated quantum of evasion of duty and taxes on these 11 consignments comes to Rs 19.577 million approximately.
