Retired officials occupying key positions in Karachi University management

17 Mar, 2010

An investigation into the administrative affairs of University of Karachi revealed that some influential people have occupied key administrative posts illegally. Some influential retired employees of the university have got their services extended through executive orders by Governor Sindh secretariat.
Director Finance (DF) S. M. Khalid, who retired from BPS-20, has been rehired on contractual basis by the varsity management and his contract has been renewed many times. Recently his contract has been expired, but some "unknown forces" are still striving for renewal of his contract.
Likewise, at Registrar Office four highly influential people including Registrar Professor Raees Alvi have occupied the top administrative posts even after retirement. Professor Raees Ali retired from BPS-20, M. Naseer-ud-Din BPS-20, Muhammad Abdali BPS-17 and Ghareek Ahmed Gharki BPS-17, but the university management rehired them on contractual basis.
Secretary to VC Shams-ul-Haq has occupied the key slot for the past many years and is on contract. Saeed Ahmed, a BPS-17 employee, appointed on contractual basis and his contract was renewed repeatedly by the university management. Raees Ahmed, Deputy Controller Examination, BPS-19; has not left his position even after retirement, as university management could not replace him due to political pressure.
Auditor, Muhammad Ashfaq, BPS-19, M. Saeed, BPS-18, and Ikhlaq Ahmed, BPS-17, at the KU book shop and many teachers like former dean Faculty of Islamic Learning Abul Rasheed, BPS-21, and former Chairman Zoology department Sohail Ahmed Barkati have refused to leave their offices even after completing their services tenure. The above mentioned employees are enjoying the benefits of regular employees despite being on contract, but the varsity management is unable to replace them due to growing political pressure.
This state of affairs at the largest public sector's university of the province has not only ruined the administration and management system, but also created hopelessness among the other staff waiting for promotions. When contacted, Registrar Karachi University Professor Raees Alvi confirmed that the above mentioned people are occupying the key positions despite being on contract after completing their services.
When asked why the university management is renewing the contracts of the retired employees repeatedly, he was found answerless. The registrar refused to talk further on the issue, due to some unknown reasons. However, Vice Chancellor Pirzada Qasim Raza Siddiqui, who has recently arrived in the city after a weeklong tour, could not be reached out for comments.
