Appointments, promotions: employees of Immigration and Passports Department ignored

13 Aug, 2010

Departmental Posting and Promotion Committee (DPC) of the Immigration and Passports Department has not been convened to deliberate on postings/promotion for the last three years and yet 84 appointments have been made for grades up to 18 during that time period, which is against the procedure, Business Recorder has learnt.
The postings on 84 positions including deputy directors, assistant directors, superintendents, assistants, UDC and LDC were made during the last three years without following proper procedure, well-placed sources in Immigration and Passports Department (I&PD) further revealed. The people are being inducted into the department from different departments on deputation at higher grades than what they held at their parent organisation, sources said, adding that at present there were about 90 officials working on deputation from Motorway and Highway Police, Allama Iqbal Open University, Wapda, FIA etc.
Qualified and skilled officers of the department were being sidelined especially for the postings abroad, sources said. This was made possible by not convening the DPC, which may have supported promotions of well-qualified and deserving officers within the department. As procedure is not being followed by those who are at the helm of affairs for promotions, postings and transfers, mistrust and anger is generated within the department. The department of DPC is headed by Director General Passports and Immigrations and he is assisted by two directors and four deputy directors.
