Islamabad police plan to improve conditions at lockups

Islamabad Police have planned to improve the situation at lockups to make the prisoners honourable citizens of the society with the commitment not to become part of any criminal activity in future. "We will work with prisoners to make them useful citizens so that they could not indulge in any criminal activity in future", said Kaleem Imam, Inspector General of Police (IGP) Islamabad here on Friday.
It is imperative to know the reasons behind the criminal activity of a prisoner provides him proper guideline to live in a dignified manner in future, he said, adding that efforts would be made for resolving the problems of under trail prisoners and to protect their basic rights.
He said situation at lockups would be improved through providing blankets in winter and fans in summer, while tiles would be placed at prisons for giving the accused proper place to stay during detention period. "Mostly people coming in lockups at police stations of Islamabad are one time offenders. Purpose to improve the situation in lockups is that they should not become habitual criminals and merge in normal society gently with the commitment not to become part of any criminal activity in future," he maintained.
The IGP said special research would be conducted to know as why a prisoner commit crime and how can he be safe guarded in future from committing the offence. He hoped that police force of other areas would emulate such practice for ensuring human rights to all.
Imam said that emphasis of the reform programme would be primarily on human right issues and policemen would have to conduct refresher courses for their capacity building. He said Human Rights Officers appointed at the police stations would also attend refresher courses and ensure involvement of general public so that people may know about their rights in policing affairs.
IGP Islamabad said that several steps for the welfare of personnel of Islamabad police are also being taken, which include health insurance scheme, motorcycle scheme, Hajj Scheme and improving the health facilities at hospital of police line.
SSP Islamabad Tahir Alam Khan said that situation at lockups at CIA and other police stations has been also improved and inmates are being provided with facilities and better living conditions there. He said it is also the effort of police that prisoners after the punishment can rehabilitate in a proper way and lead a peaceful life.
