Partly Facetious: The best option for Kazi Anwer was to return the cheque?

"The President of the Supreme Court Bar Association was compelled to return Babar Awan's cheque, apparently the employees of the association refused to accept the cheque."
"So does that mean the closeness between the institutions that the two men represent will end?"
"You must distinguish between closeness between the two men as opposed to between the two institutions."
"But in their joint press conference Kazi Anwer said he regarded Babar Awan as a member of the bar and..."
"And the man was much maligned in the media subsequently; but anyway I don't think the return of the cheque would matter to Babar Awan after all Kazi Anwer's term comes to an end in less than a week."
"And then?"
"Then I believe the government is supporting the much respected Hina Jilani..."
"I get it, so the focus must shift..."
"Yes, the focus of who to woo."
"Would she accept a cheque on behalf of the employees of the association and for the library?"
"That remains to be seen but I do know that the association is not poor - it has around 12 and a half crore rupees, given by Musharraf's government, so there is no dearth of money I would imagine."
"Would it not have been better if the cheque had been cashed and then donated for the flood victims?"
"That would have made a point more forcibly but you know Babar Awan would have explained it by saying that the money was given in the budget for a particular purpose and therefore he himself could not give the money directly to the flood victims."
"Interesting, how a non-development budgetary expenditure that an association does not even need cannot be diverted for flood victims while the budget itself is under review!"
