'Irregular' appointments in OGDCL: National Assembly body not satisfied with report

National Assembly Standing Committee on Petroleum and Natural Resources has expressed serious reservations over Oil and Gas Development Company Limited (OGDCL) management's submission of a flawed report relating to irregular appointments in the company.
"OGDCL has submitted unsatisfactory report to the committee which has upset us," Sheikh Waqas chairman NA body on Petroleum said while talking to Business Recorder. He said that a meeting of NA body on Petroleum would be held in a month to discuss the issue of irregular appointments in OGDCL. The report has been sent back to OGDCL with a dissenting note.
The NA body on petroleum had taken serious notice of irregular appointments in OGDC in its meeting held on July 24, 2010 and had directed the company management to fire them. "After more than two months, the company management has yet to take any action against irregular appointments," sources added.
According to a report available with Business Recorder, the Board of Directors (BoD) of OGDCL had approved irregular appointments from 2006 to 2010 on 25 key posts at attractive packages in violation of rules and regulations. Sources maintained that out of total 25 appointees, 13 had left OGDCL whereas 12 officials were still working for the company.
In a report, OGDC management admitted that the appointments were made without advertising the posts and that the successful candidates lacked relevant experience and qualifications. The current management of OGDCL is working towards promoting Mehurinsa, Deputy Chief Corporate Law, whose initial appointment was also illegal. Her promotion was blocked after former Managing Director (MD) (OGDCL) Shah Mehboob Alam wrote a dissenting note against her initial appointment.
Tariq Mahmood, who is a simple diploma holder, was appointed as Manager, Social Welfare Implementation in 2008, and BoD has also approved his termination. But he remains employed in OGDCL. Other officials whose appointments were made against rules and regulations and are still holding office include: Qamar Zaman GM Joint Venture, Salman Amin GM Audit, Lieutenant Colonel Javaid Iqbal (Retd) Assistant Manager, Security, Talal Haider Chief Human Resource (HR) officer, Babar Iftikhar Deputy Chief Engineer Health Safety and Mobeen Aftktar deputy chief corporate legal.
