Plot allotted at throwaway price: CJP takes suo motu notice

The Supreme Court on Friday took suo-moto notice on allotment of a plot in Diplomatic Enclave to Hamid Yar Hiraj of PML-Q at throwaway price in 2007, allegedly violating laid down rules/ regulations. Chief Justice, Iftikhar Muhammad Chaudhry issued notices to Chairman CDA to appear along with the record of the case and explain as to how the above mentioned plot was allotted to Hamid Yar Haraj at such a meager amount.
The notice was taken on a report aired by the media, stating that CDA allotted Hamid Yar Harraj plot of three acres, two kanal and 10 marlas for a school in Diplomatic Enclave, Islamabad in violation of rules/procedure. It said that the master plan of Islamabad was altered without the approval of cabinet, due to which 37kanal plot was changed into 19kanal plot. Thereafter, 19kanal land worth billions of rupees was allotted to Hamid Yar Harraj at just rupees seven corore, 16 lacs, 32 thousands, (70.16 million and 32 thousand), whereas a 18kanal land was given to the school in the name of green belt.
It said Harraj could not construct the school within the prescribed limit of 30 months time. Besides, the advertisement given by CDA was just for the owners of private schools situated in Islamabad, and owners of private schools of other places were not eligible for it. The diplomatic enclave was not included in the advertisement, either.
However, Mr Hamid Yar Harraj obtained the plot in the name of his relative who runs a private school in Multan. It was also alleged that initially, a list of allotment was completed and thereafter, Harraj, using his influence, got the said plot allotted in the name of his relative in violation of rules/procedures.
Hiraj has recently been appointed Chairman of Earthquake Reconstruction and Rehabilitation Authority (ERRA). The plot was allotted to him during the previous regime headed by General Parvez Musharraf (Retd), when he was State Minister for Commerce. The court has fixed the case for December 13 (Monday).
