Anti-dumping duty on import of hydrogen peroxide

Hydrogen Peroxide is a basic raw material, which is used in textile industry and is in short supply from local producers. Local demand of hydrogen peroxide is about 80,000 ton while it is produced locally 60,000 ton when there is normal condition of the industry.
Keeping in view load shedding, break down, maintenance break down and gas load shedding, production reduced by 30 percent while because of monopoly local industries have increased prices from Rs 30 per kg to Rs 70 per kg within three months. On the other hand, exporters are unable to import it by their own due to anti-dumping/countervailing duty on it.
It may be recalled that National Tariff Commission has imposed preliminary anti-dumping duties on the import of hydrogen peroxide from the exporting countries as mentioned in the following table:
In view of the prevailing situation, we request the Government to please support textile industry through instruction to local producers of hydrogen peroxide to supply it to the exporters without any hindrance on the same price on which it is imported and if they do not agree, exporters may be allowed to import hydrogen peroxide by themselves without countervailing/anti-dumping duty.
