The Senior Sindh Minister for Education Pir Mazharul Haq has said that Benazir Bhutto was great visionary leader of the region who had gave us Five-Es'-Formula for the development of Pakistan and prosperity of its people. He vowed that Pakistan Peoples Party (PPP) was committed to implement on the formula and to convert the country into a welfare state where each citizen to enjoy equal opportunity of his/her basic rights and prosperity.
This, he observed, while delivering his Presidential address at the 6th Convocation 2010 of Institute of Modern Sciences & Arts (IMSA) at Old Campus of University of Sindh, Hyderabad this morning. The Senior Sindh Minister for Education Pir Mazharul Haq elaborating Five-E-Plan of Benazir Bhutto said that Shaheed Mohtarma had prioritised five important social sectors for the development of the country, which include Employment, Education, Energy, Environment and Equality. He said that during previous tenure of PPP government when he was holding portfolio of Law Ministry was directed by Benazir Bhutto for making legislation for opening the window for the private educational institutions.
He said that Mohtarma had realised that public sector cannot cater the needs of education as such she decided for engaging private sector in the field to have competitive academic atmosphere in the province and added that three private Universities were allowed to work during that period. He said that he himself has taken revolutionary steps to revamp and re-strengthen the educational institutions for quality education and visible result in this regard was reflecting our efforts.
Congratulating to recipients of Degrees and their parents, Pir Mazharul Haq said that he has good news that more than 200 graduates of IMSA have been conferred for their degrees. He urged upon the young graduates to work for the country independently and avoid being dependent of the government jobs.
He expressed his concern and said that in many cases the young graduates become dishearten and try to commit suicide. He said that it is the wrong and against the Islamic teaching and added that it was the life, which runs the individual. He appealed the graduates to be realistic and work hard, prove themselves as competent in this competitive age rather than depending on others for getting jobs.
Earlier, addressing the Convocation, the Vice Chancellor of Sindh University Professor Dr Nazir Mughal said that he has directed all the Deans of Faculties, to prepare five years' academic plan with reference to future requirements and fund generation. He said that from January 2011, the Semester System would be completely implemented in the University with its original spirit and added that efforts were being made to extend this system up to the colleges affiliated with the University from 2012. He said that he has introduced academic reforms in the University under which powers have been decentralised and delegated to the Deans of the Faculties who according to him were the academic leaders of the University.
He said that a Think Tank in the name of Executive Council has also been established, which meets in every week to review the academic activities of the University. He said that he has started M. Phil and Ph.D. programme with course work as recommended by Higher Education Commission (HEC) with the support of senior Faculty members of the University. He said that the aim of Universities was to educate and research but unfortunately due to wrong policies and expenditures of previous management, University has paid Rs 1,30,00,000/- as interest on the obtained loan. However, he made it clear that efforts were being made for balancing the budget of the University.
He also congratulated to the recipients of Degree and appreciated the efforts of IMSA management for having qualitative education to the younger at cheep rates. Earlier, the Chairman IMSA Governing Board, Shafique Hyder Mousvi in his speech said that these proud recipients of Degrees were reflecting the dedication of his institution for promotion of education. Dr Mohammad Azhar Rind Chief Executive Officer IMSA in his speech highlighted over the performances and achievements of IMSA and announced that his institution has been strengthened enough academically to provide qualitative education.
