TUESDAY JANUARY 04: Nepra raises 4 Discos' tariffs

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) has increased power tariff of Hyderabad Electric Supply Company (Hesco) by Rs 1.75 per unit for domestic consumers. Those who use 101-300 units in a month will pay Rs 12.75 per unit against Rs 11 per unit. Tariff for those who consume 301-700 units have been raised by Rs 1.25 per unit to Rs 14 from Rs 12.75 per unit whereas consumers who use above 700 units in a month will pay Rs 15 for one unit.
Tariff for commercial consumers for sanctioned load less than 5 kW has also been raised from Rs 14.50 to Rs 15 per unit. Industrial consumers will also pay more than the existing applicable tariff. The Authority did not agree with the figures of Transmission and Distribution (T&D) losses presented by the disco.
The Authority assessed T&D losses of 28 percent for 2009-10 against target of 34 percent by disallowing the impact of pilferage to the extent of 6 percent. The disco had claimed that actual T&D losses for 2008-09 and 2009-10 remained around 35.13 percent and 34.79 percent respectively. Now the disco had requested to set a target of 33.49 percent.
The Authority noted that the disco had shown only marginal improvement in this context. The petitioner's request for setting 33.50 percent T&D losses target for 2010-11 is unjustifiable because the Authority disallowed part of these losses of pilferage. The Authority found no justification for allowing higher T&D losses. Accordingly, the Authority decided the same level of losses ie 28 percent for 2010-11.
The petitioner also submitted that due to the delayed notification pertaining to 2009-10, the petitioner had suffered a loss of Rs 11 billion. However, the Authority observed that the amount of Rs 11 billion, claimed by the petitioner, was not correct. According to the working based on information provided in respect of the units sold, adjustment had already been made, and the impact of consumer mix the prior year uncovered cost as Rs 1.1 billion, which has been allowed.
According to the tariff determination of Islamabad Electric Supply Company (Iesco), tariff for the domestic consumers using 1-100 units per months has been raised from Rs 6.27 per unit to Rs 7.15 per units whereas domestic consumers using 101-300 units in a month will have to pay Rs 10 per unit against existing tariff of Rs 7.20 per unit.
The consumers of 301-700 units in a month will now pay Rs 12 per unit as compared to existing tariff of Rs 10.65 per unit. Those domestic consumers, who will use above 700 units in a month, will pay Rs 14 per unit against present tariff of Rs 13.30 per unit. Time of Use (ToU) during the peak hours will be Rs 13 per unit and Rs 6.70 per unit in off-peak hours.
However, very slight changes have been made in the tariff for commercial and industrial consumers for sanctioned load less than 5 kW and above 5 kW respectively. For the domestic consumers of Quetta Electric Supply Company (Qesco), who consume 1-100 units per month tariff has been raised to Rs 9.50 per unit from Rs 9 per unit indicating an increase of 50 per unit.
Consumers using 101-300 units monthly will now pay Rs 11.90 per unit against the existing tariff of Rs 11 per units which implies 90 paisa per unit increase. Tariff for domestic consumers of 301-700 units per month has been increased by 75 paisa per unit from 12.50 per unit to Rs 13.25 per unit. Consumers who use above 700 units in a month will pay additional Rs 1.25 per unit to Rs 15.25 from existing tariff of Rs 14 per unit. Tariff for the commercial and industrial consumers of Qesco has been revised upward.
The tariff for consumers of Gepco who use from 101-300 units has been raised by 95 paisa per unit whereas those who consume from 301-700 units per month will have to pay Rs 2 per unit more than the existing tariff. At the same time, Nepra has observed that discos are over-billing consumers while refusing to deal with their own inefficiencies.
Those who consume above 700 units per month and paid Rs 13.70 per unit are now liable to pay Rs 14.75 per unit ie Rs 1.05 per unit more. Likewise, tariff for commercial consumers has been revised upward. During peak hours the rate has increased to Rs 14 per unit from Rs 12.25 whereas for off-peak hours the price will be Rs 7.50 per unit against Rs 6.75 per unit.
For Lesco, consumers who use 1-100 units per month will have to pay 50 paisa per unit, whereas there is no change for consumers using 101-300 units. However, tariff for those consumers who use 301-700 units per month has been reduced by Rs 3.10 per unit and Rs 2.21 per unit for those who consume above 700 units per month. Tariff has been revised for commercial consumers.
