Petition filed challenging act of former Punjab Governor

A petition is filed before the Lahore High Court challenging act of former Governor Salmaan Taseer of going abroad without any intimation as is illegal and in violation of Article 104 of the Constitution.
It is pertinent to mention here that the LHC registrar office on December 28 had returned this petition saying that the matter was not of urgent nature and could not be entertained during vacation in the courts and directed the petitioner to file it after winter vacation.
Petitioner Noshab A Khan Advocate submitted that under the constitution the governor can not go on foreign visit without giving charge to Speaker of the Punjab assembly. The petitioner said that the governor Punjab left Lahore on December 5 last through flight PK-303 for Karachi and from there he flied to Colombo by Lankan Airline VL-189 the same evening.
Later, the governor returned to Karachi from Sri Lanka by VL-183 on December 8 and reached Lahore by PK-306 in the evening, he said. The petitioner said the absence of governor made the legality of the actions of the Punjab government during the period doubtful as the Speaker runs assembly affairs when he was supposed to be acting governor.
