District uplift programme: timely utilisation of resources directed

Chief Minister Khyber Pakhtunkhwa, Ameer Haider Khan Hoti has directed timely utilisation of resources under District Annual Developmental Programme for the welfare of people and issued directives for the identification of developmental schemes and their approval within a suitable timeframe.
He was chairing a presentation of local government departments, districts' budget and its approval, at his office on Saturday. The chief minister called upon the members of provincial assembly to ensure their role in the implementation of timeframe for utilisation of resources.
On the occasion, provincial secretary local government apprised about the budget situation and its approval, utilisation of resources and problems being faced in this regard. A timeframe was approved for current and next developmental programme and approval for a citizen community board. It was decided that the schemes will be identified till 15th April while its approval procedure will be completed till 25th April in the current fiscal year.
During the next financial year, the schemes will be identified till 30th October while the approval would be sought till November. Implementing the same timeframe for the utilisation of CCB resources for development was also approved. The situation of holdup in ADP was also reviewed during the meeting and its timely preparation, principal provisions of the policy and presentation of regular progress report were agreed. Directives were also issued to the commissioners for reviewing progress on the annual developmental programme.
The KP chief minister also approved implementation of uniform policy regarding compensation to the terrorism-affected houses in Malakand Agency on the pattern of five other districts in Malakand Division. It is pertinent to mention here that Malakand Agency was not included in the damages and need assessment report finalised by World Bank and Asian Development Bank.
The provincial cabinet, in its meeting on 23rd February 2011, had directed PDMA/PaRRSA for inclusion of the agency in this list. Thus, the CM approved implementation in this regard. It merits mentioning here that the owners of terrorism-affected houses were offered rupees 0.4 million as compensation.
Hoti also approved provision of 64kanal land of agriculture department Pir Sabaq Nowshera to Turkish Institute for Co-operation and Development wherein the institute will construct hospital, school and social welfare centre in the area. The land will be provided in view of Turkish co-operation and interest to improve the conditions of the flood survivors.
Participants of the meeting were Senior Provincial Ministers, Rahim Dad Khan and Bashir Ahmad Bilour, Provincial Finance Secretary Sahibzada Saeed, Secretary Local Government Aurangzeb Khan, Secretary Planning and Development, Salim Khan and Special Secretary to Chief Minister, Syed Waqar-ul-Hasan and commissioners and other higher ups.
