Peru's Prime Minister Jose Antonio Chang has resigned for personal reasons four months before the end of the government's term, President Alan Garcia announced Saturday. Garcia named Rosario Fernandez to replace Chang, 52, as his chief of government.
Garcia said Chang's abrupt departure was not the result of a cabinet crisis but because "academic activities" prevented him from staying on. Chang, who also served as education minister, planned to return to the private San Martin de Porras University and planned to seek to become its chancellor.
