PNS Mehran attack: Supreme Court moved for constitution of probe commission

24 May, 2011

A constitutional petition was filed in the Supreme Court on Monday for constitution of a high level commission to investigate the terrorist attack on Pakistan Navy's base, PNS Mehran, in Karachi and fix responsibility for the security lapse.
Tariq Asad Advocate filed the petition under Article 184(3) of the constitution, making Prime Minister, Secretaries Ministry of Interior, Defence, Minister for Interior, Chief of the Army Staff, Director Inter Services Intelligence (ISI) and Chairman Pakistan Electronic Media Regulating Authority (PEMRA) as respondents.
The petitioner prayed the court to issue show cause notice to the Prime Minister as to why he failed to call the Armed Forces under Article 245 of the constitution to control the situation, besides directing the Federal government to resign and hold fresh elections.
He further pleaded the court to direct the respondents to submit complete list of visas issued to the Americans with their nature and mode and place of issuance and whether they had been issued in accordance with law, rules and formal practice and cancel those which had been issued without clearance and those in excess of number to be permitted under relevant laws.
The petitioner submitted that the respondents be asked not to blame al Qaeda or Taliban without any proof. Tariq Asad questioned whether the attack by the terrorists is not a security lapse due to the inefficiency and incapability of the Interior Minister that such a sensitive premises was left open for the entry of almost 15 terrorists.
Whether this attack was carried out by CIA and Raw to prove, after the Abbotabad incident, that Pakistan has failed to control the terrorists and may be thus incapable to protect the nuclear assets from falling into the terrorists hands, the petitioner further questioned.
He further stated that as to whether it was not premature to immediately, without any probe, declare that the operation was in retaliation of Osama's killing. The petitioner stated that the operation must have been manoeuvred with some spies working inside the premises and that may be the only the Americans who reportedly were working inside.
He further stated that the government particularly Rehman Malik has supported the plans of US and briefing media after visiting the base said the attack could be in retaliation of Abbotabad incident. "It appears he is US/CIA agent and supporting their version, otherwise, he is not a child to understand that such statement would help the US plan to take control over the nuclear assets," he added.
