FBR issues objectives, mandates of five sub-groups of TRCG

The Federal Board of Revenue (FBR) issued the objectives and mandates of the five sub-groups of the Tax Reform Co-ordination Group (TRCG) including implementation plan of these sub-groups for working out realistic revenue estimates for 2011-2012 to broaden the tax-base for a viable tax policy. In this connection, the FBR has issued details of the sub-groups of the TRCG here on Wednesday.
According to details, Revenue Performance Group would have the mandate to develop and refine tax estimates, disaggregate tax estimates in sectors, disaggregate by months, disaggregate by regions and Groups to specify revenue collection targets for field offices and devise system for its enforcement and review.
Deputy Chairman Planning Commission would work as Convenor of the Revenue Performance Group and members of the group included Chairman Narda, Abdullah Yusuf, Arshad Zuberi, Shabbar Zaidi, Irfan Nadeem. FBR Members included member Strategic Planning and Statistics (SP&S), member Inland Revenue (IR), member Customs and Director General SP&R.
Special Initiatives Group would have the authority to deal with the issue of income tax base expansion, lottery incentive schemes for ST, special measures (stuck up arrears, audit etc), customs valuation and Afghan Transit Trade. Chairman NADRA would work as Convenor of the Special Initiatives Group, whereas members of the Group included Arshad Zuberi, Ali Jameel and Irfan Nadeem. FBR Members included member SP&S, member Inland Revenue, Member Customs, Member TPA, Director General SP&R, Director General IR and Director General Intelligence and Investigation (I&I).
Institutional Improvements Group would have the mandate to handle the issue of technology relating to the PRAL and Agility, Human Resource (HR) specific incentives, refunds and transparency. Ali Jameel would work as Convenor of the Institutional Improvements Group and members of the group included Chairman Nadra, Bashir Ali Mohammad, Arshad Zuberi, Chaudhry Arshad and Irfan Nadeem. FBR Members included Member SP&S, Member Inland Revenue, Member Customs, Director General SP&R and Director General Human Resource Management (HRM).
Outreach Programme Group would have the powers to draft policy to give respect to the complaint taxpayers. The group would also deal with the media projecting FBR, organisations such as NADRA and Planning Commission for any research help, National Assembly, provincial assemblies and provincial governments update on FBR activities reaching non-taxpayers.
Chaudhry Arshad would work as Convenor of the Outreach Programme Group and members of the Group included Bashir Ali, Abdullah Yusuf, Chairman Securities and Exchange Commission of Pakistan (SECP), FBR Member Facilitation and Taxpayer Education (FATE) and Member (F&A).
Tax Policy Group would have the mandate to develop policies for long term, budget proposals to be finalised by March-April and Group would chalk out tax policy on the future vision of two taxes taken forward. Arshad Zuberi would work as Convenor of the Tax Policy Group and Members of the group included Abdullah Yusuf, Shabbar Zaidi, Bashir Ali, Chairman SECP, Member SP&S and Director General SP&R.
