Crew hotels: The lowest bidder being deprived of contract: TI Pakistan

Transparency International Pakistan has received complaint that PIA has invited tenders for annual contract of Crew Hotels for PIA within Pakistan, worth over Rs 750 million, but the evaluated lowest responsive bidder is being deprived of the award of contract and under collusion some favoured party is being manipulated to be awarded the contract.
Adviser, TI Pakistan, Syed Adil Gilani in a letter sent to Captain Nadeem Khan Yousfzai on February 16 has requested him to examine the allegations and if the allegations are found correct, take action against the officers responsible and ensure that this as well as all other procurement are processed in accordance with Public Procurement Rules 2004. Transparency International Pakistan has further requested PIA to forward copies of the Evaluation Criteria of this procurement included in the tender documents and the evaluation report under Rule 35 of Public Procurement Rules 2004.
The decision makers have been mentioned as under: Captain Naveed Aziz, Director Flight Services and Chairman, Hotel Committee, PIA, Captain Muzaffar Talpur, In-charge of Hotel Committee for airhostesses and flight stewards, Iqbal Ghanchi, Chief Internal Auditor, Mushtaq Ahmed, Manager, and Captain Aamir Kamal, Chief Pilot Co-ordination.
