Gunaratne is being called from training camp by the Sri Lankan cricket board, which will take place between February and March.
On the other hand, David Willey, who had to pull out of the league due to a pre-season county tour, will be replaced by Steven Finn.
Former PSL title holders Islamabad will kick off their campaign against defending champions Peshawar Zalmi on February 24.
