Residents of posh locality of Hayatabad along with property dealers have demanded to withdraw condition of No-objection certificate (NOC) as made mandatory to carry out construction in the vicinity, saying that corruption is being carried out on name of the so-called NOC system in the provincial development authority.
Addressing at a joint news conference here at Peshawar Press Club on Tuesday, Hayatabad inhabitants and members of organising committee of property dealers led by Mazhar Wakil said the Peshawar Development authority (PDA) had introduced NOC to ban construction of commercial buildings in posh area of Hayatabad, but the condition now was imposed on all kind of violation. Mazhar added that they can't accept any force policy implemented by PDA against the residents.
Mazhar informed that the BCA authority had to issue a completion certificate, while examination by its inspectors also carried during construction work, adding the NOC had become meaningless after examination and issuance of completion certificate owners.Accompanied by Qamar Ali Khan, Jan Alam Khan Khattak, Khawaja Mir Khan, Arshad Malik, Ali Rehman Yousafzai and other, Mazhar criticised that the system was only promoting corruption in PDA in which high officials were involved to remain intact such policies.
Expressing voice concern over the illegal procedure and policies, he said Rs 2,600 were charged on the name of inspector fee, while fines on minor violation and demolishing their buildings were also being charged. He said NOC had extended for a period of one month, which could be renewed on expiry in case of transfer, adding the same procedure would again follow to complete all requirements of acquiring a NOC.
"There was no need for re-issuance of NOC, but the PDA authority had made mandatory to renew it, he maintained, added that illegal construction was being carrying without any authenticity and procedure in Hayatabad. He said that construction had been made on 10 to 12 Kanal area against the rules of the provincial development authority, saying that only one-Kanal area was allowed to carry construction under the rules, but didn't take any notice by authority against them.
He also demanded that the PDA should devise a comprehensive master plan for floods and militancy hit people to full facilitate them. Expressing concern over not announcement of general quota in Regi Model Town Housing Scheme, he demanded to announce the proposed allocated general quota under the model plan of the housing scheme. He sought the authority should conduct a fair inquiry regarding illegal allotment of plots and encroachment in Hayatabad. He appealed Chief Justice Peshawar High Court, Justice Dost Mohammad Khan to take suo-moto notice against so-called NOC system emerged by PDA, and the growing corruption through it.
