Despite a Supreme Court of Pakistan directive against rehiring of retired officials in public sector organisations, Ministry of Commerce has reportedly sent a summary to Prime Minister Secretariat to give another extension to secretary Trade Development Authority of Pakistan (TDAP), who completed his one year contract on June 24.
According to sources, a notification is likely to be issued, giving another term to Javed Anwar Khan, as Secretary (BS-21) TDAP. He had retired on the same post in 2011. He has also served the authority as Director General for a few years.
Though Federal, Sindh and Punjab governments had removed many re-employed retired officials from service in light of Supreme Court's directives, rehiring continues in some government organisations. According to official sources, a retired civil servant could be re-employed against a position only when he or she does not block the promotion of those junior to the post, and when no-one else of the required caliber is available in the service.
Government can hire on contract any person from open market only after advertising a post and the incumbent could be selected after a competition and by a selection board or committee. According to sources, Chief Executive of TDAP was currently handling the responsibilities of Secretary in his absence.
