Partly Facetious: No 'secret deal', really?

"Khar says that there is no secret deal."
"That was kinda silly - I mean had she said there is a secret deal or remained quiet then we could have speculated all sorts of things that might have gone in the government's favour."
"I guess she knows her target audience better than you do and her target audience would not have made a conclusion in the government's favour."
