Punjab Assembly in its 39th session on Thursday passed the Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2011. It also introduced The Punjab Motion Pictures (Amendment) Bill on the occasion. The Punjab Employees Efficiency , Discipline and Accountability (Amendment) Bill 2011 was referred to Standing Committees on Service and General Administration on December 14, 2011.The Committee considered the Bill on January 18, March 17 and April 25, 2012.
It was explained in the committee by senior officer of Services and General administration Department that Article 112 and 113 of Police Order 2002 stipulated a system of effective punishment for the police force and provided for rule-making power. This was further pointed in the committee that comparably, the Punjab Employees Efficiency, Discipline and Accountability Act 2006 did not make adequate provisions pertinent to the special standards of efficiency and discipline required for that force.
In the Committee submission was made that it was necessary to exclude the members of police force from the purview of the PEEDA Act 2006 so that they could be brought within the ambit of Police Order 2002 and rules framed there under. An enabling provision of 'exemption' was also proposed in the Bill to cater such situations in future. Minister Mujtaba Shujaur Rehman on the occasion answered queries about schools education before the House was prorogued indefinitely by the Chair.
