Taking notice of recently published misleading reports in a section of the media about the presence of so-called PTCL properties in India, Pakistan Telecommunications Company Limited (PTCL) has clarified that the matter is not related to any alleged property but rather that of international calling termination dues of Indian origin. Any allegation of presence of PTCL properties in India is incorrect and baseless.
The fact of the matter is that PTCL is the central point of international calling traffic coming from and going to different countries around the world. In Pakistan, majority of international calling traffic is routed through PTCL's network. In most transactions, PTCL's network is the transit/termination point.
In all transactions, net balance is payable as well as receivable by PTCL. If PTCL network is the transit/termination point for an international call coming into Pakistan, then it will be PTCL's Receivables, and if another country/company is the termination point for calls going out of Pakistan, then it will be PTCL Payables. Either party will receive the payment based on net settlement.
PTCL has international calling traffic transactions with more than 160 countries of the world. It is the major termination point for calls originating from Saudi Arabia, UAE, North America and Europe. For international calling traffic between Pakistan and India, PTCL is the origin as well as the transit/termination point. Since 1947, PTCL has been conducting these transactions with Indian telecom companies including state-owned fixed-line Bharat Sanchar Nigam Limited (BSNL), (VSNL), Reliance and Bharti Airtel.
The transactions between PTCL and BSNL (Department of Telecomm, India) from 1947-1993 amounting to 13 million dollars have already been reconciled and agreed. However, according to PTCL's calculations, BSNL needs to pay an additional net balance of 20 million dollars from 1994-2012. This amount can be reconciled as per agreement and at total networking rate.-PR
