'Park Enclave' scandal: TI Pakistan sees 'a lot of irregularities' in allotment of plots

Mystery shrouds the allotment of plots in the high-profile 'Park Enclave' project of the Capital Development Authority (CDA), Islamabad where VIPs have been accommodated in a questionable manner. In a letter sent to the Chairman, CDA, Farkhand Iqbal, Transparency International Pakistan's Adviser Syed Adil Gilani drew his attention to an earlier letter sent on July 24 relating to the project which still remained unanswered.
"It now seems that a lot of irregularities, as alleged, have occurred in the project, and general public has been treated with discriminations and favors given to VIPs," he said. Gilani brought to Chairman CDA's notice another complaint in which the complainant made the following allegations:
VIPs, including former Chairman of CDA, his family members, Speaker and Deputy Speaker of the National Assembly, former Chairman of Senate and other politicians have been allotted plots in computer balloting in the best sector of CDA, which is almost impossible if the balloting was held in a transparent manner.
The Master Plan of CDA, on which deposits were taken, has been altogether changed to the benefit of VIPs as the zone in which they have been allotted the plots is one of the prime locations. Amenities stated in the CDA scheme at the time of balloting have been drastically reduced.
Transparency International Pakistan's requested the CDA Chairman to examine and respond to the complaints, and if found correct, immediate action should be taken against those responsible for this illegal act, he said, adding that Transparency International Pakistan's was striving for across the board application for Rule of Law, which is the only way to stop corruption. Copies of the letter have been forwarded to: Chairman, Public Accounts Committee, Islamabad, Registrar, Supreme Court of Pakistan, Islamabad, Chairman, NAB Islamabad, and Auditor General, Islamabad.
