Withdrawal of officers from mandatory trainings/courses: ED conveys PM’s ire to ministries, provinces

ISLAMABAD: The Establishment Division (ED) has reportedly conveyed the Prime Minister’s anger to the federal ministries and provincial governments on the frequent withdrawal of officers from mandatory trainings/courses without any solid reason.

In a letter to all the federal ministries/ provincial governments, Federal Public Service Commission, National Accountability Bureau, Intelligence Bureau, State Bank of Pakistan, National Bank of Pakistan and other key organisations, Deputy Secretary, ED, Riaz Ali Maitlo, has referred the ED’s Office Memorandum (OM) of May 8, 2024 and reiterated the prime minister’s directions for following ensuring regular training regime and to consider only critical cases with cogent reasons submitted well in advance for withdrawal from mandatory training courses.

According to the Establishment Division, it has been observed with great concern that in spite of the directions conveyed earlier, the provincial governments/ministries/ departments are still recommending/forwarding requests for exemption or withdrawal for multiple times for the same officers without any critical reasons, which not only defeats the very purpose of these rules but also create administrative hurdles to manage training cycles with proper representation of various services/groups in the courses.

“The prime minister has again taken serious note of this practice and while expressing his concerns has directed this Division to issue strict policy instructions to the effect that no case for withdrawal from mandatory training shall be submitted to the Prime Minister’s Office which seeks withdrawal of nomination beyond three times,” said the Establishment Division.

The letter further states that the instructions of the prime minister are being conveyed for strict compliance by all the ministries/divisions/departments as well as the provincial/AJK/Gilgit-Baltistan governments etc with the request to relieve the officers of various occupational groups/services and ex-cadre civil servants posted with them, as and when they are nominated for a mandatory course viz MCMC, SMC or NMC; failing which, the individual cases shall be dealt with in accordance with Rule 8(b) of the relevant rules.
