Quick refund payment system: FBR forms body to remove ERS loopholes

The Federal Board of Revenue (FBR) has constituted a committee for Business Process Re-Engineering (BPR) of Expeditious Refund System (ERS) to remove loopholes in the speedy refund payment system. In this regard, the FBR has issued an office order here on Wednesday.
Sources said that the BPR reviewed the entire ERS for making the system foolproof and error-free for speedy payment of refunds. The BPR would also analyse the suggestions of the Directorate-General of Intelligence and Investigation, Inland Revenue (IR) which has detected major loopholes in the ERS. The directorate has suggested a review of the entire system to prevent fraudulent refund claims or duplicate issuance of sales tax refunds. The directorate has found that another major loophole in the system is that the ERS does not cater to refunds under Special Excise Duty (SED). According to the FBR, the following team is constituted with the approval of the competent authority for BPR of the ERS): Abdul Rashid, Chief Reforms, FBR (HQ), Islamabad; Fawad Khan Yousafzai, Secretary (Projects), FBR (HQ), Islamabad; Zail-ul-Abdeen Sahi, Additional Director, DGTR, Lahore; Shafqat Hayat Hotiana, Additional Commissioner, LTU, Lahore; Malik Akhlaq Ahmed, Assistant Commissioner, RTO, Rawalpindi; Fazal Amin Shah, Assistant Commissioner, RTO, Peshawar; Shehzad Faisal, Inland Revenue Audit Officer, RTO, Rawalpindi and Ashfaqe Ahmed, Team Leader/Project Manager (ST Refund) PRAL, FBR (HQ), Islamabad.
The team members will continue to perform their normal functions at their respective places of posting. They will co-ordinate through video conferencing in connection with BPR work, the FBR added.
