Japan to see normal to below average winter temperatures

Japan will see mostly normal to below average temperatures in the three months from December, the country's official forecaster said on November 22, implying that demand for electricity and kerosene for heating may be higher than previously thought. Last month, the Japan Meteorological Agency said the country would see mostly normal to above average temperatures in the November-January period.
The agency said in its monthly forecast that temperatures will likely be average in Hokkaido between December and February.
