Matter of promotion: IHC issues contempt notice to Prime Minister

The Islama-bad High Court (IHC) on Tues-day issued a contempt notice to Prime Min-ister Raja Pervaiz Ashraf for non implementation of a court order regarding promotion of PWD's grade 19 officers to grade 20. Hearing a petition filed by Zohair Khalid through his counsel, IHC chief Justice Iqbal Hamid-ur-Rehman issued a contempt notice to Prime Minister Raja Pervez Ashraf, his Principal Secretary Ayub Qazi and Deputy Secretary Establishment over government's failure to implement court's order in relation to recommendations of the Public Service Commission (PSC).
The petition filed by Superintendent Engineer of PWD Zohair Khalid took the stance that on February 9, 2011, chairman of central selection board Rana Bghagwandas had proposed the promotion of Zohair Khalid to grade 20 as Chief Engineer but the Prime Minister did not sign that summary.
The Chief Justice on June 24, 2011 also issued an order for the implementation of commission's recommendations, but the premier sought suggestion from secretary housing and the decision remained pending. The counsel for the petitioner told the court that the Prime Minister had committed contempt of court by not promoting the officer to grade 20. The government had completed a hat-trick on contempt notices.
