Federal Board of Revenue (FBR) and National Database & Registration Authority (NADRA) will separately sign Memorandum of Understanding (MoU) with Transparency International Pakistan (TIP), for the implementation of "Integrity Pact" in Islamabad on March 25.
Ali Arshad Hakeem, Chairman, FBR and Muhammad Tariq Malik, Chairman, Nadra will sign on behalf of their organisations and Sohail Muzaffar, Chairman, and Syed Adil Gilani, Adviser on behalf of TI-Pakistan.
Nadra intends to maintain complete transparency in its processes and would like to avail TI-P''s expertise to adopt best practices while following the rules of the Government. Both the esteemed organisations show their commitment to work together to achieve the objectives of the MoU.
By signing the MOU both the parties have agreed as under:
TIP will provide assistance to FBR and Nadra gratis, which will encompass the following:
-- Bring to the knowledge of the Chairman, the anomalies in procurement along with recommendations to address them in resulting in savings to Nadra.
-- Ensuring tender procedure comply with Public Procurement Rules 2004;
-- Tender documents are made available to all qualified interested parties;
-- Formation of transparent tender evaluation criteria and vet documents;
-- Vet and 3G auction procedures and make it transparent:
-- Complaints, if any, received from the aggrieved party are addressed on merit by a grievance committee as per rules;
-- Nadra will ensure that TI-P''s observations are addressed promptly.
-- TI-P under its charter will not participate in Nadra tendering process in any capacity except as an observer.
