Directorate of Training of Pakistan Customs is conducting training courses for clearing agents without proper curriculum and qualified trainers. This was stated by Chairman Pakistan Economic Forum (PEF), Muhammad Arshad Jamal in a letter sent to Chairman Federal Board of Revenue (FBR), Tariq Bajwa.
The letter said that 3,000 clearing agents were only providing services in Karachi however, the Directorate had so far not evolved proper schedule for conducting training courses for them, which was the mandatory requirement for clearing agents to renew licences. It said that Directorate had renewed agents' licenses without fulfilling the said requirement in 2013 as it had failed to conduct courses till prescribed period.
It also urged the authority to evolve comprehensive policy for the Directorate and extend the status of this certificate training course to diploma course. Besides that measures should also be taken for self-clearance system, which requires no licence and training courses. It further suggested the authority should make six months diploma course mandatory for the issuance of licences for clearing agents and Directorate should be given task to make proper arrangements for conducting diploma classes.
