29 Jan, 2015

The Islamabad High Court (IHC) on Wednesday sought record of all cases registered against Zakiur Rahman Lakhvi, the main accused of Mumbai terrorist attack in all four provinces, Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan, from Federal Interior Ministry. A single-member bench led by Justice Noor-ul-Haq N Qureshi resumed hearing of a petition filed by Lakhvi seeking from the court to grant him bail in all the pending cases.
During the proceedings, the court sought complete record of First Investigation Reports (FIRs) registered against the accused in Punjab, Sindh, Khyber Pakhtunkhwa (KPK), Balochistan, Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan, from the Ministry of Interior within a week.
Jahangir Jadoon counsel for Interior Ministry submitted record of cases registered against Lakhvi in federal capital alone, in which the court was informed that Mumbai attack case has been registered with Federal Investigation Agency (FIA) while the case of kidnapping a citizen was registered with Golra police station, which is in the jurisdiction of the federal capital.
However, the bench turned down the report and directed the Ministry of Interior to submit complete record of registered cases with a warning that if the ministry failed to provide complete record till next date of hearing, the court would pass an appropriate order regarding the case.
Later, the court adjourned proceedings of the matter with date in office. Lakhvi in this particular petition had taken the plea that the federal government has been initiating different cases against him for his arrest. Therefore, the federal government may be directed to produce list of all pending cases against him and may also be directed not to arrest the petitioner without prior permission of the court.
