Prime Minister Nawaz Sharif Monday said that the government was committed to improve efficiency of key service-delivery ministries for bringing improvement in the living standards of people. Chairing a meeting on the implementation of reforms agenda of the government here at the Prime Minister House, he said his government would ensure provision of basic facilities of life at grassroots level in all parts of the country.
The meeting deliberated on the setting up of a monitoring, evaluation and delivery cell at the PM's Office. The Prime Minister said the government was focusing on an agenda of economic growth and structural reforms both in the long and short terms. He said civil service reforms should be oriented towards ensuring the welfare of people.
He said evaluation of government officers and staff's performance should be done in a meaningful way so that best of the best could be brought forward to improve functioning and service delivery to the people. He said international best practices should be followed by bringing about reforms in the civil services, besides considering the previous studies conducted domestically on the subject.
The Prime Minister said the salary structure of civil service must be improved to give better incentives to bureaucracy while strengthening their accountability mechanism. He said it was a point of concern that various officers, even at senior levels, lacked competence and initiative which was affecting service delivery to the people.
He directed that a detailed report be presented to him within four months with a view to bringing about holistic reforms in the civil service structure. The Prime Minister summoned next meeting after two days on Thursday to review progress on the matter. Federal Minister for Finance Ishaq Dar, senior PML-N leader Ms Maryam Nawaz, Federal Minister for Planning & Development Ahsan Iqbal, Minister of State for Information Technology Ms Anusha Rehman, Special Assistants to Prime Minister Tariq Fatemi and Khawaja Zaheer, and member of National Assembly Danial Aziz attended the meeting.
