Anti-Terrorism Monitoring Cell to be made functional within a week

The Anti-Terrorism Monitoring Cell will be made functional and the arrest of proclaimed offenders and absconders against whom perpetual warrants have been issued by Anti-Terrorism Courts shall be ensured.
This was decided at a meeting held at the Supreme Court's Karachi Registry on Saturday to discuss the issues and problems faced by the Anti-Terrorism Courts (ATC) in Sindh province and to improve their working, said a handout issued here on Saturday. It said that the IG police assured the meeting that the ATC Monitoring Cell will be made functional within a week and a report to this effect shall be conveyed to the concerned courts through AIG (Legal).
It further said that the Additional Inspector General of Police, Karachi shall ensure that the proclaimed offenders/ absconders against whom perpetual warrants have been issued by the ATCs shall be arrested.
The ATCs shall examine their dormant files after every two months to ensure progress in the case, it added. The meeting also decided that SSP Muhammad Yaqoob Almani and IG Prison Nusrat Hussain Mangan shall ensure that the custody of the under-trial prisoners (UTPs) shall reach the concerned ATCs by 8:30 am.
It was noticed that more than 150 FIRs have been registered in different ATCs within Sindh, in which challans were not submitted by the Investigating Officers. It was decided that the AIG (Legal) shall collect the relevant FIRs from the Registrar of the ATCs and shall ensure that the challans are submitted in the aforesaid FIRs within two weeks from today.
The Additional IGP, Karachi shall personally ensure that the expert reports, FSL reports or chemical reports reach ATCs along with Challans, it said, adding that he shall also ensure that the case property is produced in ATCs as and when directed by them. It stated that Process Serving Agency shall be looked after by the AIG (Legal), who shall ensure that the process issued by the courts are served and in case of any default, the AIG (Legal) shall be responsible. The AIG (Legal) shall ensure that all the relevant documents are submitted along with the Challan before the ATCs, it added.
E-Court, which was to be created, would be shifted to the present location of the ATCs, it said, adding that by June 30 2015, the newly renovated/ constructed ATCs will be handed over to Register, High Court of Sindh by the Works and Service Department.
It said that 15 police mobiles shall be provided by the IG Police to the (Investigation Wing) Karachi within one month to improve their working.
Sindh Chief Secretary said that he will examine the "Risk Allowance" being paid to the Judges, ATCs in the other provinces and will come back with the response.
He said that he will personally see that the proposed plan for construction of the ATCs within the premises of the Central Prison is materialised immediately. The proposed construction of ATCs would facilitate the speedy trial of the cases before the ATCs, besides safety and security of the UTPs and reduction of huge expenses of their transportation to ATCs.
