For the last two decades shipping companies collecting various "illegal" charges in the grab of delivery orders, THCD, ISPS, D/O Late Payment, insurance, advance rent and cleaning, etc. Under the Contract Act, carriers contracted and undertaken to perform entire operations and services and deliver the consignments at Karachi port in consideration of freight prepaid, which the carrier fully earned on the receipt of the goods at the port of loading.
Freight includes all charges payable to carrier in accordance with the applicable tariff and this bill of lading, defined under the Hague Rules. No local charges are lawfully applicable or payable under the Contract Act. Shipping companies used or employed by the carrier in connection with the performance of carrier's obligations under the bills of lading were bound to issue delivery orders and deliver the consignments. But in contrast, shipping companies illegally collecting various charges which badly harms import and export business of business people.
All Pakistan Paper Merchants Association continuously struggling for the last 15 years for introduction of a law. Finally, Government of Pakistan Revenue Division, FBR issued customs notification SRO No 1213, 1214 and 1220(1)/2015 dated 04-12 2015 which empower Collector of Customs (Preventive) for punitive action against shipping companies involved in illegal charges.-PR
