BoK inquiry report to be submitted to KP PA: Khattak

KP Chief Minister Pervez Khattak on Tuesday said the cabinet inquiry committee on the Bank of Khyber (BoK) will present its report in the provincial assembly on Monday. Responding to the point of orders of the Leader of Opposition, Maulana Lutf-ur-Rehman, Nighat Yasmin Orakzai of PPP, Sardar Aurangzeb Nalotha of PML-N and Sardar Hussain Babak of ANP, the chief minister said that the report had been submitted to him on last Monday and as per commitment it will be presented to the house for debate on next Monday.
The opposition legislators have reminded the chief minister of the commitment made with them that the inquiry report prepared by the committee will be presented in the house for debate. Nighat Yasmin Orakzai of PPP said that as the inquiry committee headed by Senior Minister Sikandar Hayat Sherpao had submitted the report. Therefore, it should be now presented in the house.
Leader of Opposition, Maulana Lutf-ur-Rehman said that people of the government are bent upon charge sheeting each other. He said that the return of Sikandar Sherpao to the cabinet, which was expelled after making allegations against him, is achievement of his party. Aurangzeb Nalotha of PML-N also called for the presentation of inquiry report on Khyber Leaks in the house.
In response to other points of the opposition, the chief minister said the amended Ehtesab Commission Bill will be presented in the house on coming Friday and will be referred to the select committee. He said that they had not bulldozed any legislation and all important laws, including Ehtesab Commission Act, Right to Information (RTI) Act, Right to Service (RTS) Act were passed in consultations with opposition. He assured the opposition that all important legislations will be carried in their consultations and it will be never bulldozed.
Regarding the lapses of the funds allocated under annual development programme (ADP), he said that over 80 percent utilisation target had never achieved and the PTI government in first year utilised 70 percent funds. However, he said that ADP funds never go into waste and with the beginning of new financial year it once again resumes. He said that the provincial government last year spent 92 percent ADP funds and in current year it will utilised 85 percent. He said that during the current year, a fund of Rs 70 billion has already been spent and in the remaining time, the tally will reached to Rs 115 billion.
The chief minister said that this year, receipt from the federal government had been declined by Rs 17 billion while an amount of Rs 5 billion were on the rehabilitation of flood-hit people and another Rs 5 billion on increase in the salaries of doctors.
Khyber Pakhtunkhwa Assembly Tuesday passed a unanimous resolution to extend Khyber Pakhtunkhwa Universities Ordinance for a period of 90 days. The resolution was moved after the opposition called for the referring of the Khyber Pakhtunkhwa Universities (Amendment) Bill, 2016. As Special Assistant to Chief Minister on Higher Education, Mushtaq Ahmad Ghani presented the bill for consideration stage, the Leader of Opposition, Maulana Lutf-ur-Rehman took the floor and requested the chair to refer the bill to the select committee of the house, so detailed deliberations will be held on it.
About demand of the opposition, the special assistant said that a lot of work has been made over the bill and if wanted the inclusion of their amendments then the house should be allowed to pass a resolution for the extension of the ordinance in this regard. The resolution presented by the Special Assistant for the extension of the KP Universities Ordinance 2016 was approved unanimously by the house. Meanwhile, the tussle of Provincial Administrative Service (PMS) and Pakistan Administrative Service (PAS) also echoed in the house and the Speaker directed the Chairperson of the committee, constituted for this purpose to convene a meeting of the panel within a period of one week to satisfy the PMS officers. Later, the Speaker, Asad Qaiser adjourned the proceedings of the house till 3:00 pm of Friday.
