Joint Investigation Tribunal (JIT) concluded its report based on the investigation of Saulat Mirza's aide Minhaj Qazi alias Asad. The culprit admitted that teams with the intention of carrying out targeted killing were formed on the orders of Muttahida Qaumi Movement's (MQM) Mohammad Anwar.
Qazi who joined MQM in 1991 admitted that three teams operate in North Nazimabad to carry out targeted killings and that the teams were formed on the orders of Mohammad Anwar. He stated that Saulat Mirza, Rashid Akhtar and Athar carried out the murder of Managing Director (MD) Karachi Electric Supply Company (KESC) on the orders of Anwar and that the culprits left from Gulshan Iqbal to carry out the attack. It is stated in the report that after murdering MD KESC, Saulat Mirza fled to Sri Lanka whereas other aides of Qazi fled to Maldives.
Qazi confessed that MQM's Mehmood Siddiqui sent 30 to 35 individuals to India to be trained by Indian intelligence agency Research and Analysis Wing (RAW) whereas Safdar Baqiri used to send target killing teams to South Africa for hiding. The report added that different target killers are able to flee to other countries using fake passports and that they also hide in areas around MQM's headquarters, nine-zero.
