The Punjab government has planned new interventions in the field of Information Technology applying E-Governance in the province at all levels and introducing property registration system across the province starting from Lahore after successful computerisation of Punjab land revenue land record, revealed the budget document 2016-17.
The government is going for digitalisation of Prison Management Information System PMIS), Local Government Automated Financial Management and Monitoring System, Punjab Home Department Management Information System. The government is going to introduce automation of stamp papers (e-stamping) across the province.
As many as Rs 11,358 million has been earmarked for e-governance in the Punjab budget for 2016-17 making a sizeable increase in the allocation this year. The e-governance project would be completed in 2017-18. The budget document has unfolded the Punjab government is minimising human interventions and increasing transparency in the system, improving service delivery by minimizing the Turnaround Time (TAT) for various functions through E-Governance Program.
The government is expected improvement in Law and Order System, Criminal Justice System, Revenue and Tax collection System, developing human resource capabilities and capacities of all the departments and acting as a harbinger of change in the functioning of the departments in result digitalisation of Punjab. The budget document has indicated that new initiative would ensure improved property registration process and security of the title to the landowners in Lahore district.
The Punjab government has also planned launching E-Filing and Office Automation in offices across the province. Rs 170.853 million has been estimated cost. Rs 125.459 Moreover, the government has decided establishment of 09 Excise and Taxation Service Centers, minimising citizen's interaction with government officials by redirecting them to designated customer service representative.
The new interventions bring sizeable increase in revenue in Punjab besides bringing improvement in service delivery. Some Rs 142.442 have been estimated for the execution of Citizen Feedback Monitoring Program and 96.129 has been allocated in the current budget. As many as Rs 80.324 have been allocated for Citizen Engagement and Public Perception Analysis for Improving Governance and Service Delivery in Punjab against the estimates cost of Rs 460 million. About Rs 69.067 million has been allocated for Data Warehousing and Business Intelligence against the estimated cost of Rs 199.465 million.
Rs 37.495 allocated for IT enabled assessment and trainings forstudents and teachers in the province against the estimated cost of Rs 54.900 million. Rs 41.146 allocated for SmartRs Monitoring of Development projects across Punjab against estimated cost of Rs 85.855 million. Rs 10.472 million allocated for IT based profiling of Punjab government emplyees against the estimated cost of Rs 26.880 million. Rs 400 million have been allocated for IT Centric Intervention and Smart Monitoring under Punjab Public Management Reform Programme, against the estimated cost of Rs 1, 930.708 million.
As many as Rs 0.841 million have been allocated for the Establishment of Video Conferencing for Punjab Government against the estimated cost of Rs 198.286 million and Rs 43.150 million allocated for Lahore High court against estimated cost to Rs 199.500 million. As many as Rs 154.027 allocated for Automation of Stamp Paper (E-Stamping) against estimated cost to Rs 342.062 million. The project would be completed until 2017-2018.
As many as Rs 10,632.328 have been allocated under the Safe City Project for Punjab Police Integrated Command Control and Communication Center Lahore, against estimated cost of Rs 13, 337.490 million. As many as Rs 72.312 million have been allocated for District Health Information System across Punjab against estimated cost to Rs 101.026 million. As many as Rs 204 million have been allocated for GIS Integrated computerisation of Urban Immovable Property Tax (UIPT) system in thirty districts of Punjab against estimate cost of Rs 904 million. The project would be completed until 2018.
The Punjab Information Technology Board is going to set up Wi-Fi Hotspots in Punjab and Rs 2 million were allocated against estimate of Rs 165.516 million. Some Rs 70 million were allocated for phase II of the Digitisation / Computerisation of Public Prosecution Department and Development of Monitoring and Co-ordination System against the estimated cost of Rs 70 million. The project will be completed this year. It will cover seven Punjab districts were include Bahawalpur, Rawalpindi, Sargodha, Dera Ghazi Khan, Faisalabad, Multan and Sahiwal.
