Nepra likely to approve Rs 2.35 per unit refund

National Electric Power Regulatory Authority (Nepra) is likely to approve a refund of Rs 2.35 per unit to consumers under a monthly fuel adjustment mechanism overcharged by the power Distribution Companies (Discos) in June 2016. The regulator has fixed July 28, 2016 for a public hearing on a tariff petition filed by the Central Power Purchasing Agency -Guaranteed (CPPA-G). The public hearing will be presided over by the Chairman or Vice Chairman of the Authority.
The domestic consumers who use up to 300 units monthly and agriculture consumers are not eligible for the reduction in tariff under monthly fuel adjustment mechanism. The total financial impact to be passed on to consumers for June 2016 will be around Rs 22 billion. CPPA has sought a refund of Rs 2.34 per unit in tariff over the reference price of Rs 6.8283 per unit.
According to the tariff petition filed by CPPA-G, total generation from all sources was 10.470 GWh in June 2016, of which hydel generation was 3, 7398 GWh which constituted 34.83 per cent of total generation. HSD-fired generation 197.97 GWh(1.84 cent share) , RFO fired generation, 3,7420 GWh( 31.86 per cent share), gas 1,9236 GWh(17.92 per cent share), RLNG 742.2 GWh( 6.92 per cent share), nuclear, 422 GWh( 3.93 per cent share), import from Iran, 43.6 GWh( 0.41 per cent share) , mixed 9.78 GWh(0.09 per cent share), wind 126.88 GWh, baggasse, 61.52 GWh( 0.62 per cent share) and solar 29.85 GWh( 0.43 per cent share).
The price of HSD- fired generation has been calculated at Rs 11.5078 per unit in June 2016 as compared to Rs 11.6926 per unit in May - a reduction of 18.48 paisa per unit, RFO at Rs 6.8287 per unit in June against 5.9364 per unit in May 2016 posting an increase of 89.23 paisa per unit. CPPA-G has calculated price of gas at Rs 5.1287 per unit in June as compared to Rs 5.3395 per unit in May showing a reduction of 21.42 paisa per unit. The price of nuclear power was 1.1601 per unit, Iranian electricity at Rs 10.6 per unit, mixed at Rs 7.7522 per unit and baggasse at Rs 6.0021 per unit. Transmission losses in June have been recorded at 264.47 GWh or -2.46 per cent of total generation which were higher as compared to May 2016. Total net electricity delivered to Discos was 10.4705 GWh in June, with a total cost of Rs 47 billion at the rate of Rs 4.4898 per unit.
In June 2016, total generation from all sources was 10,7368 KWh; and total cost of which was Rs 41.083 billion or Rs 3.8264 per unit. CPPA-G has also sought adjustment of supplemental charges of Rs 5.961 billion in June 2016 or Rs 0.5552 per unit. It is unclear whether or not Nepra will allow supplemental charges.
This is the first time that price of electricity generated with RLNG has been reflected in the monthly tariff petition. The price of RLNG is calculated at Rs 5.5259 per unit in June 2016 which is 40.12 paisa per unit higher than the price of electricity generated through domestic gas at Rs 5.1247 per unit. However, the price of RLNG is Rs 1.30 per unit less as compared to furnace oil consumed electricity.
