If you are to have federal constitution taking into account the composition of Pakistan, taking into account the geographical shape of Pakistan, taking into account the historical forces in Pakistan, it is absolutely necessary to have an Upper House to give it its necessary respect, its necessary due, its necessary place; and in this connection the Upper House is not competing with the Lower House. There is no rivalry between the two. If this mentality develops, it will do injury and harm to the federal structure.
