'The Unattended Orphans Rehabilitation and Welfare Bill': NA body approves

National Assembly Standing Committee on Cabinet Secretariat has approved "The Unattended Orphans Rehabilitation and Welfare Bill, 2016" and recommended the government to write letters to the secretaries of all ministries to show the assets of their officers on the website of their respective departments. The committee met with Rana Muhammad Hayat Khan in the chair at Parliament House on Friday where it discussed "The Unattended Orphans Rehabilitation and Welfare Bill, 2016, The Shaheed Zulfiqar Ali Bhutto Medical University, Islamabad (Amendment) Bill, 2014, The National Conflict of Interest Bill, 2016" and the issues relating to the public hospitals of Islamabad.
The committee constituted two sub-committees separately to discuss The Shaheed Zulfiqar Ali Bhutto Medical University, Islamabad (Amendment) Bill, 2014 and The National Conflict of Interest Bill, 2016."
The mover of "The National Conflict of Interest Bill, 2016", Murad Saeed said that high officers including secretaries of the various ministries are misusing their powers for their personal interests. He also claimed that some secretaries are also running their business parallel to their jobs including petrol stations and others.
He also claimed that some officers also made investment in their departments. He said that the purpose of this Bill is to stop the misuse of powers by the officers for their personal gains. While discussing the issue of public hospitals of the capital, it was told to the committee that the Federal Government Services Hospital (FGSH), also known as Polyclinic was purchasing live saving gas at much higher price as compared to the Pakistan Institute of Medical Sciences (PIMS) hospital.
State Minister for Capital Administration and Development Division (CADD), Tariq Fazal Chaudhry said that the issue is in the Supreme Court and Federal Investigating Agency (FIA) is conducting inquiry into the matter. Committee Chairman Rana Muhammad Hayat Khan said that the committee raised this scandal and recommended the Ministry to take action but it did not take any action. He said, "Now, the Ministry is following the order of Supreme Court but it did not implement the recommendations of the committee. What is the government doing if the all the affairs were run by the courts?"
The Chairman said that it's appalling that the Minister was unaware while embezzlements were being conducting in the purchasing of gas from last three years in the Polyclinic hospital. Minster CADD said that there are mafias in the hospitals and his Ministry is taking action against the corruptions in the hospitals. He said that the supply of electricity was intentionally disconnected of eye department when the Chief Justice came into the hospital to examine his eyes to damage the government.
The Chairman said that there is status quo in the hospitals; the Ministry should take strict action against the mafia and corruption. He said that FIR should be lodged against those who are involved in the corruption, scandal and tendering for purchasing of gas cylinders for the hospital.
Asad Umar of PTI said that did the Ministry take any action against the company which was supplying gas to the hospital? The Minister said that the Ministry has black listed the company and now the PIMS Hospital is providing gas to the Polyclinic hospital. Asad Umar said that why the FIR was not lodged against this company. He said that there is a very easy to investigate this scandal by comparing the billing of gas of both the hospital. One hospital is getting gas at very low price while other hospital is acquiring live saving medical gases at a very high price. The committee sought details report from the Ministry on this issue in next meeting.
