Over 36,000 residential plots of FGEHF: CDA, others directed to present documents within two days

A parliamentary committee has directed Capital Development Authority (CDA) and other concerned quarters to present all relevant documents of over 36,000 residential plots of Federal Government Housing Foundation (FGEHF) within next two weeks otherwise stern action will be taken against those responsible for 7 years delay in completion of the project.
The meeting of the sub-committee of the Senate Standing Committee on Housing and Works held here on Monday under the convenership of Senator Nauman Wazir Khattak questioned issuance of residential plots offer letters to over 32,000 government employees by the Ministry of Housing, even though currently it does not have land possession for the purpose.
The committee asked National Engineering Service Pakistan (NESPAK), CDA and officials of the FGEHF to present full details of the project with solution as how to start the project, which already has been delayed since 2009, as early as possible for the employees of federal government. Earlier, the committee received detailed briefing from FGEHF officials about the consent/offer letters recently issued for Green Enclave-II, Phase-IV, Bara Kahu, Islamabad, to the government employees who registered themselves with FGEHF in 2009 for allotment of plots.
The FGEHF officials informed the committee that 3,200 kanals land was purchased for phase-I and letters were issued to the members. The committee members said that if the developers and other parties failed to clear all the pending issues the case will be sent to the National Accountability Bureau (NAB) with recommendations to punish all those involved in the long delay. It was informed to the participants that MS Green Tree, the developers of the schemes, handed over Rs 680 million pay order to NAB Authorities which will issue the amount to the company after completing the pending works.
They said that the approval of the CDA was required to get approved proposed lay out plan of the Bara Kahu project. CDA officials in written reply to the committee stated that the revised layout plan of housing scheme of FGEHF has been examined by the authority and the following revisions are hereby acknowledged in the scheme area.
Some portion of ridges in Block D (upto 400 kanals) has been excluded from scheme area. The deficiency of this excluded area has been fulfilled by provision of land with relatively less contour differences in the scheme area and provision of small sized plots in the revised layout plan.
The officials said that previously, the layout plan was approved with 08% area reserved for open spaces and green area, whereas in the revised layout plan of the housing scheme area the land use %age for open spaces and green areas has been increased upto 15%. According to certification from SUPARCO Block D & E are wholly located in sub Zone-B of zone-4, Islamabad apprehension is that some portion of Block-D & E seems to be located in sub Zone-D of the Zone-4. Senator Chaudhary Tanveer Khan was of the view that the foundation was charging heavy amount from its members in the name of Bara Kahu project.
He added the foundation should charge according to the market rate. Tanveer asked how the foundation would manage land for the 36,000 letters it had issued in its Bara Kahu Phase-II project.
