The sudden appointment of Mayor of Islamabad Sheikh Ansar Aziz as Chairman Capital Development Authority (CDA) has created new challenges for the civic agency with respect to new appointments and reshufflings. After assuming the charge on September 7, Sheikh Ansar Aziz reshuffled a number of the Authority's employees, giving an impression of his well prepared plans for the betterment of Civic Agency while working on choosing his own new team.
As a result, a large number of officers are trying to be appointed outside the Authority especially officers working on deputation. Sources in the Authority told Business Recorder that more than 50 per cent deputation officers declined to assume their new duties and are busy in lobbying for new appointments in other government departments outside the CDA. On the other side, the major challenge for the Mayor is maintaining his writ in the Authority which is impossible without a team of loyal and professional officers.
Since the posts of Member Environment, Member Estate and Administration are lying vacant, the Mayor cannot take any policy decision without consent of the CDA Board. Sources further informed that the Chairman CDA is going to replace Member Engineering Shahid Sohail, with Asad Mehboob Kiani, who is currently working as Chief Metropolitan Officer. According to the source, the Mayor has two options either to appoint Members of the Board from within the Authority or to call Members from Establishment Division's pool which may cause a hurdle to his vision in running the Authority.
