Despite the passage of 11 years, the government so far has completed only 56 percent of the projects related to earthquake-hit areas of October 8, 2005. As per official data of Earthquake Reconstruction and Rehabilitation Authority (ERRA) obtained by Business Recorder, even after the passage of 11 years of October 2005 devastating earthquake, a total of 14,706 projects were allocated to different agencies of which 10,205 projects so far were completed, mostly by the donors and sponsors.
The quake which hit Azad Kashmir and Hazara Division of Khyber Pakhtunkhwa resulted in the killing of over 86,000 people and injury to hundreds of thousands of people besides destruction of basic infrastructure. The government with the help of donors and sponsors started a total of 14,706 projects.
The data showed that out of the 14,706 projects, 9,773 were undertaken by the Government of Pakistan, 1,334 by the donors while 3,599 by sponsors. According to the data, out of 10,205 completed projects, 5,450 by GoP out of 9,773 allocated, 1,193 by donors out of 1,334 and 3,562 by the sponsors out of 3,599. Out of total 2,856, 2,730 projects are under construction in different stages by GOP, 115 of donors and 11 of sponsors. At present total 1,645 projects were allocated to agencies are still at designing stage of which 1,593 under GoP, 26, donors and 26 sponsors.
The donors completed 1,193 projects of total allocated 1,334 (89.4% completed) and sponsors 3,562 out of 3,599 projects (99%) completed. The data revealed that the government undertook construction of 2,833 educational institutions, donors 739, and sponsors 1,151 which were destroyed in the earthquake; the Government of Pakistan (GoP) completed 1,071 projects, donors 695 and sponsors 1,118.
The government also launched a new scheme of construction of additional 1,000 educational institutions in quake-hit areas in 2015 under the Prime Minister Education Programme of which so far 117 institutions were completed while 882 are still under construction.
The government undertook 466 environment related projects of which 240 were completed, 212 are under construction and 14 are still in designing stages. A total 725 governance related buildings were devastated by the quake of which 633 were undertaken by the GoP, 30 by donors and 62 by sponsors, the government completed 452, donors 18 and sponsors 62.
Some 320 health facilities were destroyed by the quake, where 140 were undertook by the government of which so far 45 were completed while 53 are still under construction and 42 are in designing stage. Donors were allocated 59 health projects of which 48 were completed and 11 are under construction, while sponsors undertook 121 health projects of which 118 completed and 3 are at designing stage.
Total 2,352 livelihood projects were allocated to all the agencies of which 2,151 to GoP, 13 to donors and 188 to sponsors, GoP completed 1,173 projects, while 744 are under construction in different stages from 5 percent to 95 percent. Donors and sponsors completed 100% livelihood related projects.
The government undertook a total 6 medical rehabilitation related projects of which all were completed. Donors also started 18 power projects in the quake-hit areas of which 15 were completed and three are still at designing stage. The GoP launched 15 social protection projects across the quake-hit areas of which after the passage of 11 years only four were completed while five are under construction and six are at designing stage.
The GoP launched one project of Telecommunication which was completed. A total 34 town planning projects were launched 31 by the GoP and three by the donors out of which government completed 29 while donors 2, while rest including the construction of New Balakot City planned to shift the entire population of Balakot is still not completed.
A total of 302 transportation related projects were allocated to all the agencies of which 234 to donors, 54 to GoP and 14 to sponsors whereas donors completed 172, GoP 33 and donors all 14, while 20 GoP projects are under construction and 58 of donors.
Following the earthquake 4,744 water and sanitation related projects were allocated of which 2,444 to the GoP, 238 to donors and 2,962 to donors, to date GoP completed 2,279 schemes, donors 230 and sponsors 2,062 (100%).
