Procedure evolved for sale, purchase of used mobile phones

In order to avoid theft and robberies, the Sindh Police, Karachi Electronic Dealers Association (KEDA) and Citizens Police Liaison Committee (CPLC) have unanimously evolved a procedure for the sale and purchase of used mobile phones on Wednesday. As per the fresh regulations, a shopkeeper, before making any purchase deal of used mobile phone with the customer, would be bound to approach CPLC helpline number 1102 or 35682222 for verification of whether it has been snatched/stolen or not.
It will be mandatory for the shopkeeper to get copy of the mobile seller's Identity Card, otherwise he would be declared culprit in case of purchased mobile found stolen or snatched.
Pakistan Penal Code's section 411 would be imposed on the shopkeeper if he is found selling any used mobile to the customer without verification from the CPLC and he will be bound to pay the price of mobile phone to its owner. It's also mandatory for the shopkeeper to get the current verified mobile number of the mobile seller before the deal. The shopkeeper must inform the CPLC, SIU Cell and Market Association immediately in case the mobile phone is found stolen or snatched on CPLC record/database.
It's strictly prohibited for a shopkeeper to attempt to unblock a blocked mobile set. The shopkeeper will have to maintain his record of all sales and purchase of mobile phones. The police also prepared an affidavit form for physical verification of the both mobile phone seller and shopkeeper on the time of deal.
