The Federal Board of Revenue (FBR) has redistributed work among officials of Inland Revenue Operations for proper collection, recovery, monitoring and enforcement of income tax, withholding tax, sales tax and federal excise duty, which would have positive impact on revenue collection during 2017-18.
It is learnt that the initiative has been taken by Khawaja Tanveer Ahmad, FBR Member Inland Revenue (Operations) to ensure proper distribution of work among the senior IR officials at the Board. The changes made by Khawaja Tanveer Ahmad would also be instrumental in effective coordination with other departments, effective use of e-systems, speedy disposal of cases at the level of judicial fora and recovery of taxes on national level.
The FBR has given new assignments to Chief IR (Operations-I), Chief IR (Operations-II) and Chief IR (Automation & Allied Matters). The new administration of FBR Member Inland Revenue Operations Khawaja Tanveer Ahmad has also enforced the 'Comprehensive Withholding Monitoring & Audit Strategy' for 2017-18 on national level to streamline withholding tax collection in 2017-18. The enforcement 'Comprehensive Withholding Monitoring & Audit Strategy' 2017-18 is one of the key initiatives of FBR Member Inland Revenue Operations to increase revenue collection in 2017-18.
According to the office order issued by FBR Member Inland Revenue - Operations, in super session of all previous orders, work assignments in the Inland Revenue Operations Wing are hereby redistributed hereunder, with immediate effect and till further orders:
(i) Chief IR (Operations-I) would deal with all matters pertaining to compliance of parliamentary questions and issues related thereto, matters relating to filing of returns of parliamentarians / tax directory, tax matters relating to judges appointment in higher/ superior courts, matters pertaining to tax evasion, NAB, FIA, I&I, other authorities / ministries including issues concerning Panama, Benami Act, Exchange of Information& related thereto, matters relating to complaints against the taxpayers, tax officials, including complaints received from PM's Secretariat (Public)/ President Secretariat, PAC/DAC matters, processing of ADRC applications (Income Tax, Sales Tax/FED), constitution of ADRCs and issuance of orders (with the approval of competent authority), analysis of Income Tax MPRs of the RTOs/LTUs so as to point out weak areas in disposal/collection for identification of gaps & remedial measures, matters relating to recovery of arrears of income tax on monthly basis including updation of top arrears & current demand (income tax) cases for each field formation, matters relating to e-filing of Income Tax returns / statements and issues related thereto, FTO matters relating to IT / sales tax & FED (other than automation related issues), coordination with DG (BTB) regarding "broadening of tax base drive" and issues related thereto, matters pertaining to income tax/ sales tax & FED jurisdiction, matters relating to preparation and arrangement of quarterly CCIRs conferences including preparation for board-in-council meetings and follow-up thereof, reward and related issues in consultation with Chief IR (Operations-II) & Chief IR (Automation & Allied Matters), transfer posting of secretaries / SS within Operations Wing of FBR (HQ) and any other job assigned by Member IR (Operations).
Chief IR (Operations-II) would deal with assigning budgetary targets of taxes to RTOs/LTUs and monitoring thereof, correspondence with State Bank regarding authorization of banks for collection of revenue, ensure reporting of correct collection figures and remind field formations regarding timely reconciliation of collection figures with AGPR or its sub-offices or banks etc, coordination with IR Policy Wing for formulation of budgetary proposals including proposed changes in law & Procedure (Income Tax & ST/FED), matters pertaining to filing of Income Tax, Sales Tax/FED Returns, analysis of Sales Tax/FED MPRs of the RTOs/LTUs so as to point out weak areas in disposal/ collection for identification of gaps & remedial measures, matters relating to recovery of ST/FED arrears on monthly basis including updation of top arrears & current demand (ST/FED) cases for each field formation, matters relating to efforts for liquidation of arrears stuck-up at different judicial forums including liaison on court matters of all taxes with field formations and legal wing of FBR, processing of appeals under Clause 12 of Part-I of 6th Schedule of the Income Tax Ordinance, 2001 regarding non-recognition of Provident Fund, matters relating to approvals, review applications, Condonation of time limitations and issues related thereto under Income Tax & Sales Tax / FED laws, all issues of laws and procedure (other than those assigned to chief automation & allied matters) including exemptions as well as guidance on budget & revenue related matters and any other job assigned by Member IR (Operations).
(iii) Chief IR (Automation & Allied Matters) would deal with reforms & re-structuring and issues related thereto including any liaison with donor agencies, matters relating to IR automation / automated integration (income tax, ST&FED) and automation of income tax, sales tax & FED refunds, exemptions, zero rating and related law & procedures, matters relating to inter-provincial input adjustments of sales tax on services and automation thereof, matters relating to fixation of petroleum products prices including power/energy issues, monitoring of income tax/sales tax & FED refund payments, monitoring of performance of ERS, STARR, CREST, ITMS, TAMS, IRIS and allied software systems and matters related thereto including coordination with IT/PRAL for redressal of taxpayers' grievances, matters relating to e-filing of sales tax & FED returns / statements on monthly/ periodic basis and issues related thereto, matters relating to automation of registration systems (income tax, sales tax/FED) and all matters related thereto (change in particulars, de-registration, blocking/de-blocking, suspension and blacklisting, etc) including efforts for continuous improvement / quality assurance etc., zero rating of electricity & gas including automation thereof, FTO matters relating to automation of income tax & sales tax / FED laws, liaison with business domain team / PD (IRIS), IT wing / PRAL for integration of income tax & sales tax/FED software systems including development of MIS based business intelligence tools & analytical filters, matters relating to fertilizer subsidy and any other job assigned by Member IR (Operations).
