The Public Accounts Committee (PAC) has directed inspector general of Islamabad Police to get public land vacated from an influential encroacher in the federal capital and report the panel. The PAC meeting was held here on Wednesday under the chairmanship of Syed Khursheed Ahmad Shah to discuss and review audit objections on the Ministry of Information Technology and Karachi Port Trust.
During the proceedings, members committee Mian Abdul Manan and Arif Alvi while briefing the panel on the findings of their investigation over public land occupation by influential people in the federal capital said that they have found one Jamil Khokhar, who has political backing, has occupied 9 kanals of Capital Development Authority's land.
Briefing on the delay in the completion of the housing scheme launched for the senior officials of the federal government by Federal Government Employees Housing Foundation (FGEHF), both the members informed the panel that during their probe neither CDA nor FGEHF officials cooperated with them.
They said that initial map of the housing scheme was approved in May 2012 and now massive changes were being made in the map. They further said that FGEHF officials in collaboration with CDA have created 33 additional plots in the scheme by removing the land allocated for the graveyard for the scheme. They said that CDA has designed four multi-storey buildings on the land reserved for graveyard which is against the set rules and regulations. The violation of set rules and regulations means corruption and it should be stopped immediately.
Mian Abdul Manan said that the housing scheme designed for the senior retired government officials should have completed in 2017 but as yet no work has been done while green belt and graveyard areas have been removed from original map, and such areas are occupied by Jamil Khokhar. The Islamabad Police have registered an FIR against him but as yet no action has been taken against him.
The additional managing director FGEHF briefing the panel said that the project started in 2012 but as a result of court cases, it delayed. The land encroacher went to the court against CDA and got stay orders and the court has constituted a commission on the dispute and as the commission finalizes the report, the dispute will end and the foundation will start work on the completion of the scheme.
He said that the FGEHF has asked the CDA to revise the project. He ensured the panel that the project will be completed by end of 2018. Member Committee Sardar Ashiq Gopang said that apparently CDA registered an FIR against Jamil Khokhar to benefit him by going into the court. The chairman committee directed the Chairman CDA and Secretary Ministry of Housing and Works to appear during the next meeting of the committee.
