FPSC quota: IHC seeks office memo

The Islamabad High Court on Thursday sought office memorandum of Federal Public Service Commission (FPSC) under which quota is fixed for armed forces in civil services. A single judge bench comprising Justice Shaukat Aziz Siddiqui heard the case regarding quota of armed forces in the FPSC. He directed that Attorney General for Pakistan or any responsible official of the government should assist the court on the next hearing.
The representatives of Ministry of Defence, Establishment Division and FPSC appeared before the bench. Justice Siddiqui inquired if there is any legal backing for the quota of armed forces in the Federal Public Service Commission, except the FPSC office memo. The FPSC official replied in the negative. Muhammad Shahid Amin filed a petition regarding the matter through his counsel Rana Umar Iqbal Advocate.
The petitioner challenged the discrimination against him for appearing in the CSS exam on one-third CSS seats that are filled through lower cadre government employees after exams and interviews. He is an employee of a sensitive institution and was not allowed to take part in the exam.
