SHC dismayed at skills of Sindh police investigators

Sindh High Court (SHC) on Thursday showed dissatisfaction on the training and developing skills of investigators in Sindh Police and sought the details of efforts undertaken in this regard. SHC bench - headed by Justice Salahuddin Panhwar in an order of bail petition took up the report of Sindh IG, who submitted that training of trainers (TOT) and advance courses are being conducted since 2011 in collaboration with NGOs as well police is also enhancing the knowledge and professional expertise of officers pertaining to human rights and handling cases of rape, sexual assaults and domestic violence.
Bench head observed that the report is with specific claim that Sindh Police has already been equipping police officials with latest ways of investigation and handling peoples' grievances. Court noted that the report, submitted on behalf of the IG, carried an impression that mechanism of training and developing skills in police officials is already in existence which, however, never reflected during course of hearing of matter.
Existence of such mechanism, undeniably, is worth appreciating but if things remain same as was on in the previous hearings then there could be no other view but prima facie failure on part of all those, who were stake-holders/participants in such mechanism, the order stated. Needless to add that any policy/MoUs, laws/rules etc. are not enforced then same shall be nothing more than a body without soul, order added. Court directed that complete breakup shall be submitted with regard to efforts undertaken pursuant to MoUs with certain NGOs and officers who have been trained.
"Such breakup shall include dates, pictures material provided to the officers; funds utilised by the department as well as paid to the NGOs and other fora by province of Sindh," court ordered. Court also sought the details about purpose of MoUs with NGOs by ordering that details should be furnished about the expenses whereof are either shared equally or on funds of NGOs alone. Court directed to communicate order to Sindh Chief Secretary, provincial Home Secretary and IGP Sindh to come up with the replies on December 18, 2018.
