The total strength of federal government employees is 581,240 including 32,334 female employees and 16,711 non-Muslim employees, says the Establishment Division Report 2017-18. The report revealed that sanctioned posts are 660,657 against the filled seats of 581,240. The number of vacant posts is 79,417. The number of female employees is only 32,334 out of total strength. The number of employees belonging to Occupational Groups is 6,298.
The actual strength of federal government female employees for the year 2017-
18 is 32,334 against 31,281 in preceding year, showing a significant increase of
3.37 percent as compared to 2016-17. Out of total 581,240 federal government employees, the percentage share of female employees in government sector stands at 5.56 percent during 2017-18. The distribution of actual strength also shows that 19.70 percent posts are occupied by the female officers in BS 17-22 and remaining share of 80.30 percent goes to BS 1-16 employees out of 32,334 female employees.
Out of total strength of 16,711 federal government non-Muslim employees, a sizable number of 15,069 (90.17 percent) are Christians, whereas 248 (1.48 percent) are Qadiyani, 1,080 (6.46 percent) are Hindus (caste), 214 (1.28 percent) are Hindus (non-caste), 15 (0.09 percent) are Sikhs and 85 (0.51 percent) belong to the other non-Muslim religions.
There are 6,298 employees working in 14 occupational groups in the federal government. Out of total 28,937 employees in BS 17-22, Inland Revenue Service remained predominant with a strength of 1,077 officers having a share of 17.1 percent of the total number of employees in occupational groups. This is followed by Pakistan Administrative Service, 898 (14.26 percent), Police Service of Pakistan, 837 (13.30 percent), Pakistan Audit & Accounts Service, 629 (9.99 percent), Office Management,523 (8.30 percent), Secretariat, 474, (7.53 percent), Pakistan Customs Service, 465 (7.38 percent ), Foreign Service of Pakistan, 455 (7.22 percent), Information,248 (3.94 percent), Commerce & Trade, 199 (3.16 percent), Postal Services, 187 (2.97 percent), Railways (Commercial & Transportation), 114 (1.81 percent), Economists, 113 (1.79 percent), and Military Lands & Cantonments, 79 (1.25 percent ). However, 6,298 cadre employees have 21.76 percent share and ex-cadre employees have 78.24 percent share among all the employees working in BS-17 to BS-22.
During last five years from 2013-14 to 2017-18, the size of the federal government in respect of its sanctioned and actual strength of employees shows an upward trend of 6.20 percent and 5.84 percent (on average basis) respectively. During the current fiscal year 2017-18, an increase of almost 1.77 percent was observed in sanctioned strength while 1.87 percent increase was recorded in actual working strength during 2016-17. Amongst the divisions of the federal government, Interior Division is the largest administrative unit due to Civil Armed Forces (CAF) which comes out to be 33.70 percent (195,868) of the actual working strength (581,240). The second largest unit is the Defence Division with 21.62 percent, while Railways, Kashmir Affairs & Gilgit-Baltistan and Postal Services Division with 12.71 percent, 5.69 percent and 5.05 percent rank third, fourth and fifth respectively as compared to other divisions having a share of 21.23 percent.
